Never look up the block explorer URL for a chain again. Give stupid explorers
a chain ID and any block-explorer resource, and it redirects you to a
random EIP-3091-compliant block explorer for that chain.
The base path is the chain ID; everything after it is a standard EIP-3091 resource path.

Any EIP-3091-style path that explorers.stupidtech.net is not yet
aware of is forwarded as-is and mapped 1:1 onto the selected explorer;
a 302 redirect is returned for the generated request.
Because only EIP-3091-compliant explorers are used, standard paths map one-to-one onto the chosen buddy.
